If
you want to use the XP boot manager, then the XP partition needs to be active so the boot manager loads. If you wanted to copy a image to some partition and have it be bootable, you'd need to add an entry to the XP boot manager file, boot.ini, and usually add a boot sector for that new partition to the root

adding second hard drive in XP
The
XP boot manager should work ok. Go to control panel and select System icon, then go to Advanced, then select settings for Startup and Recovery, then Edit under System Startup. Add x:\="Win98" (x is the partition where win98 is installed) to the bottom, then save it... That should work.

XP + Win98 + Linux (triple boot)
This will remove all devices from device manager. Shut down regedit. re-boot. I'd go to the XP boot first and get it running properly. On the Win98 side you need to let it boot, it will come up in 8 bit 640x480 mode, it's expected. The add new hardware wizard may start let it do it's thing.
